WELCOME
The Payroll Department processes employee paychecks and works closely with Human Resources to maintain records on employee leave, retirement, and taxes. There are two different types of payroll run each month. One is a substitute payroll which runs on the 5th and 20th of each month, and the other is for regular employees which runs on the 29th of each month. We are also responsible for issuing employee W-2’s. We currently have over 825 full-time employees currently in our system. We comply with Federal and State Wage and Hour Laws and timekeeping policies of the School District.

Teachers' Retirement System of Louisiana (TRSL)
TRSL is the state's largest public retirement system, providing services and benefits to more than 160,000 individuals. Founded in 1936, TRSL is a governmental defined benefit plan qualified under Section 401(a) of the Internal Revenue Code as a public trust fund to provide retirement benefits for its members. TRSL is funded by member and employer contributions and earnings from investments. TRSL is governed by a 16-member Board of Trustees.
Louisiana School Employees' Retirement System (LSERS)
Created on July 31, 1946, the Louisiana School Employees' Retirement System (LSERS) has over 25,000 active and retired members of which 12,450 are retired. Our members are comprised of non-instructional personnel of the Louisiana public school system. This includes school bus drivers; janitors; custodians; maintenance employees; school bus aides, monitors, and attendants; and other regular school employees who actually work on school buses helping with the transportation of school children. Employees must also work more than 20 hours per week in order to be a member of this system.
Social Security Administration
The Social Security Act was signed into law by President Roosevelt on August 14, 1935. In addition to several provisions for general welfare, the new Act created a social insurance program designed to pay retired workers age 65 or older a continuing income after retirement. The Social Security Act did not quite achieve all the aspirations its supporters had hoped by way of providing a "comprehensive package of protection" against the "hazards and vicissitudes of life." Certain features of that package, notably disability coverage and medical benefits, would have to await future developments. But it did provide a wide range of programs to meet the nation's needs. In addition to the program we know think of as Social Security, it included unemployment insurance, old-age assistance, aid to dependent children and grants to the states to provide various forms of medical care. Internal Revenue Service
Statutory Authority: The IRS is organized to carry out the responsibilities of the secretary of the Treasury under section 7801 of the Internal Revenue Code. The secretary has full authority to administer and enforce the internal revenue laws and has the power to create an agency to enforce these laws. The IRS was created based on this legislative grant. Section 7803 of the Internal Revenue Code provides for the appointment of a commissioner of Internal Revenue to administer and supervise the execution and application of the internal revenue laws.

New Employees
All new hires must create an account in AGM to access the system.
HOW TO ENROLL ONLINE
- Website: https://agmenroll.com/AGM/Login
- Search your group name "IPSB".
- Your User Name: Social Security Number
- Your Password and Pin Number: Last 4 digits of Social Security + Last 2 digits of birth year
- Once logged in, you can review important benefit guides, plan summaries and notices by clicking the “Forms” button at top right of page.
- Click on “My Benefits” button at the top of the page to go through the open enrollment process. After electing or declining benefits, you must
- click top center “Sign & Submit” button to complete the process.
- Once you reach the page that says: “Congratulations!”, you have successfully completed enrollment.
New hire insurance will go into effect on the 1st of the month following 30 days.

Qualifying Events
A qualifying event is a change in life circumstance that allows you make adjustments to your insurance coverage outside of the open enrollment period. Examples of a qualifying event are as follows: marriage, birth or adoption of a child, death, divorce, and loss of coverage. If you have a question about a potential qualifying event, please contact the Insurance Department within Human Resources.
Changes due to a qualifying event must be submitted to the Insurance Department within 30 days. Requested changes beyond the 30-day window will be denied.

Benefits
1. How do I add a spouse or dependent to my insurance?

Leave of Absence
1. What is FMLA leave?
FMLA (Family and Medical Leave Act) is a federal law that provides unpaid, job-protected leave for up to 12 weeks, as certified by a healthcare provider, for qualifying events. To be eligible for FMLA leave, employees must have worked with APSB for at least 12 months and has at least 1,250 hours of service during the 12 month period immediately preceding the leave.
2. When can I use FMLA leave?
FMLA may be granted for the following reasons:
- for the birth of a son or daughter, and to bond with the newborn child;
- for the placement with the employee of a child for adoption or foster care, and to bond with that child;
- to care for an immediate family member (spouse, child, or parent - but not a parent "in-law") with a serious health condition;
- to take medical leave when the employee is unable to work because of a serious health condition; or
- for qualifying exigencies arising out of the fact that the employee's spouse, son, daughter, or parent is on covered active duty or call to covered active duty status as a member of the National Guard, Reserves, or Regular Armed Forces.
Up to 26 unpaid work weeks may be granted to care for a covered service member with a serious injury or illness.
3. When do I need to submit a physician's statement?
After 6 consecutive absences, a physician's statement is required prior to your return to work.
4. I don't want to use FMLA leave. Can I use my sick time?
The pyhsician's statement is required after 6 consecutive absences. While on FMLA leave, IPSB uses your sick time balance. Once/if your sick time balance is exhausted, your extended sick time will be used. You will receive 65% of your daily pay while on extended sick time. This will provide you with some compensation while on FMLA leave.
Retirement
1.Do you know how much my retirement check will be?
This will be determine by the retirement system(TRSL, LSERS, etc.). This cannot be determined by IPSB. This formula is determined by the retirement system. The following documents will link to the TRSL and LSERS benefit estimator.
2. Can you tell what date I can retire?
Yes, please send an email to nicolejones@ipsb.education to get an approximate date for you. You can expect a response within 48 hours of sending this email, due to research that may need to be done.
3. What about my insurance with IPSB when I retire?
This will depend on the years you have been enrolled in health insurance. Please contact the insurance department for additional information (nicolewilliams@ipsb.education)
4. Do my benefits change when I enter DROP?
No, benefits do not change when you enter drop.
5. What is 403(b)?
403(b) is a voluntary retirement plan in addition to your state retirement with TRSL, LSERS, or LASERS. You can select your pre-tax contributions and adjust them at any time. This plan allows employees to invest a portion of their salary for future retirement use.
6. When can I enroll in a 403(b) plan?
Eligible employees may enroll at any time. You do not have to wait until open enrollment or a qualifying event.

1. How do I submit a name or address change?

3. How do I make changes to my federal or state taxes?
To update your state taxes please complete the state L4 form and send it to payroll@ipsb.education
To update your federal taxes please complete the federal W4 form and send it to payroll@ipsb.education
4. Why are my taxes being withheld from my check?
We input the information listed on the W4 and the L4 forms. We recommend speaking to a tax prepared as they can give you more information as to why your taxes are not being withheld.
5. How do I set up my employee portal?
The Employee Service Portal (ESP) feature – can be accessed through the IPSB website. Please see attached handout for information on accessing ESP. ESP can be accessed through our website, www.ipsb.net by selecting Employee Service Portal under the Quick Links section. We do not supply copies of paychecks. Paycheck information, including W-2 copies, can be printed through Employee Service Portal.
